In 2006, China enacted its 11th Five Year Plan which includes a 10 percent mandatory reduction target for sulfur dioxide (SO2). However, meeting this mandatory target will be a tremendous challenge given that China’s power generation capacity is expected to increase by 45 percent over the same time period. Potential solutions to this problem include market based mechanisms such as carbon trading.
AmCham Shanghai’s Environmental Committee invites you to a presentation on the topic by John Palmisano, an emissions trading expert who has advised Fortune 500 companies and the US EPA. A roundtable discussion will follow that covers the issues ofsulfur dioxide (SO2) and the potential for emissions trading in China.
Mr. Palmisano will discuss China’s developing SO2 cap and trade program which will complement its command-control SO2 reduction efforts. The goal will be to reduce SO2 emissions from the power sector to 10 million tons by December 2013. The China Academy of Environmental Planning has laid out a three-part “action roadmap” for implementing emissions trading programs within the country over the period 2008-2020.
Mr. Palmisano is uniquely qualified to lead a discussion on this topic given his rich experience in this sector. Starting in the early 1970s, John advised the United State Environmental Protection Administration (EPA) on emissions trading, water trading, environmental auditing and innovation policy while at a U.S. Government think tank and later at the EPA. In 1982, he created the first emissions brokerage firm, AER*X, which was later acquired by Enron in the 1990s and became the first emissions-focused trading firm.
Since then, some of John’s accomplishments have included brokering and structuring more than seventy environmental trades, including Russia’s first emissions trade. He has consulted the United Nations, World Bank, the United States Government as well as numerous other national governments,, the Hong Kong Stock Exchange, various trade associations, and many U.S. and international companies on both emissions trading matters and developing “green” energy projects and policies. Currently, Mr. Palmisano is co-founder of eTrios with his partner, Anthony Millin.
